We have repeatedly received from you letters

pressing us to clear our purchases of opium from you. We would have had no difficulty in doing so, had it not been for the fact that the bulk of our purchases were sold to Canton. This port is now starting to levy a new tax on prepared opium which will be collected from the raw opium dealers. Consequently our constituents are was deliveries last month up to the present

clearing only from hand to mouth, while those dare not buy. whs are short of stocks/are due to this cause. As you are aware under the new tax every ball of raw opium will be taxed $74. We hope you will take immediate stepe to

secure the withdrawal of this tax so that xixix deliveries will improve and the trade will resume its normal condition.
